They are the MOST STRICT in the entire United States. I would be hesitant to remove this item without proof that a car can pass the NOx level requirements. Since this item would be a nightmare to replace with the motor in the car, I would not take the word of someone who lives in Florida that a car can pass emissions down here without it. Also if you fail horribly for any emission (CO,HC,NOx), you get blessed with Gross Polluter status, which dooms you to Test Only smog checks for some time to come (which are typically more expensive for some reason and not as common). The limits are different depending upon whethere your car is federal or an original California car also. Sure you'll pass visual, but the sniffer will know. I know a car will pass without the AIV's but no egr too?
